If it's a sugar-based lip scrub, then yes—most brands recommend either rinsing it off with lukewarm water or wiping it off with a damp cloth after gently massaging it in for 30–60 seconds. If the instructions on your specific scrub say to leave any oils behind, you can simply wipe away the sugar granules and leave the moisturizing oils on your lips. Afterwards, apply a lip balm or Vaseline to keep your lips moisturised.
